 where openssl version got bumped (2026-09-24). In grass' CI, we have not
 been able to run our tests, as python's bundled copy of that dll is loaded
 first, and it is missing SSL_get0_group_name.

 I think a rebuild of the shipped python should do the trick, assuming it
 will be built with that openssl library.
