 Probably, but in German windows it's still "Desktop".  So that works here.
 Not sure about other languages, though.

 The exported variable points to the OSGeo4W program group. So "Programme",
 as it's called in German, is included already.  New program groups could
 probably be created as "%OSGEO4W_STARTMENU%/../Group".
