 I tried to upload the ms_ogc_workshop and came across a problem:  the
 previous version of this package was 1.0.9 and the new version I am trying
 to load is 1.0.10,
 It seems that the installer never "picks up" this new package possibly
 because 1.0.10 is seen as < as 1.0.9.
 I have renamed the new package to be 1.0.99 and It gets picked
 up/downlaoded/installed properly.
