 In  http://download.osgeo.org/osgeo4w/setup.ini  both gdal and gdal16 both
 "requires:" curl, expat, etc. so it doesn't seem to be a packaging
 mistake, more of a cygwin installer problem...?

 perhaps if the downloads get interrupted part way through the install
 process it continues anyway with what it's got??

 ISTR we've seen a very similar problem with the GRASS cygwin installer in
 the past.
