 (rewriting, as email notification was not sent by trac)

  * a few days ago, Hayashi-san and Sakurai-san looked at this
 Administrative rights issue
  * they discovered that this can be set in a manifest file
 (http://support.microsoft.com/kb/944276/)
  * tested by having Apache install its service in the installer's
 postinstall (apache-2.2.14-2)
    * successful with Windows7
    * should work with Vista, but should not with XP
  * committed in r1144
  * will need to regenerate osgeo-setup.exe and create a new setup package
 (will again email to list)
