 There is no particular reason to keep an old sqlite in OSGeo4W but if we
 upgrade it we must be mindful of ABI or other changes that may affect
 packaging using it.  It looks like the various GDAL packages, qgis-common
 and qgis-dev depend on sqlite3.  Note that it is not very easy to rebuild
 some of the older GDAL packages.
