 It would be great to have those MiTAB patches integrated into OSGeo4W ASAP

 The reason is that it fixes a bug in QGIS usage, blocking almost all
 french governmental agencies to use it in production, since their files
 cannot be read correctly.

 The patch will eventually be integrated into an official MiTab release,
 and therefore in a forthcoming GDAL release, but it would be nice for
 those active users to have their problem solved before that.
