 GRASS GIS is now able to use [https://github.com/facebook/zstd zstd] as
 another algorithm/library to compress GRASS raster.

 adding zstd to OSGeo4W would be enable to use this new and nice feature
 also in winGRASS.

 precompiled binaries can be downloaded from

 https://github.com/facebook/zstd/releases/tag/v1.3.2

 zstd-v1.3.2-win32.zip (1010 KB)
 zstd-v1.3.2-win64.zip (1.05 MB)

 tested here it manually:

 zstd.exe, libzstd.dll => C:\OSGeo4W64\bin
 zstd.h => C:\OSGeo4W64\include

 it works.
