 Try this please: Remove the `qgis-bin.env` from `%OSGEO4W_ROOT%\bin`, move
 `call "%OSGEO4W_ROOT%\apps\grass\grass78\etc\env.bat"` below the line
 `call qt5_env.bat` in `qgis-grass7.bat` and invoke it.
