 Latest QGISdev and its embedded GDAL will once again not read LERC-encoded
 TIFFs. Same issue as https://trac.osgeo.org/osgeo4w/ticket/679 and
 https://trac.osgeo.org/osgeo4w/ticket/663, presumably. For whatever
 reason, the fix done there does not seem to be sticky.

 GDALdev through -229 was OK; I believe it used a GDAL 3.4.? build.
 Latest QGIS 3.24.2-2 with GDAL 3.4.3 is also fine.

 (Calling it major since though one can work around it, it does break stuff
 that worked before.)
