New description:

 After uninstalling python3-pyarrow 0.0.0-1 using OSGeo4W Setup, the
 {{{pyarrow}}} folder is still present in {{{apps\Python312\Lib\site-
 packages\}}}.

 This prevents the user to workaround the side effects of #860 in order to
 make geopandas and pandas correctly work.

 Removing the {{{pyarrow}}} folder in {{{apps\Python312\Lib\site-
 packages\}}} is needed in order to workaround the side effects of #860 and
 make geopandas and pandas correctly work.
