 Actually the crssync.exe, untwine.exe and pdal_wrench.exe errors occur
 also for qgis and qgis-ltr if proj9-runtime 9.6.0-1 is installed, while
 they don't occur after downgrading proj9-runtime from 9.6.0-1 to 9.5.1-1.

 Also SAGA-GUI fails to start if proj9-runtime 9.6.0-1 is installed, while
 it succeeds after downgrading proj9-runtime from 9.6.0-1 to 9.5.1-1.

 I guess also GRASS-GIS could be affected by the same issue.
