New description:

 What is the bug or the crash?

 Downloaded latest .msi from QGIS download page. Installed via PDQ
 deployment package to multiple PCs on our domain. QGIS did not open and
 displayed this error message:

 Manually installed QGIS directly onto a Windows 10 PC and still failed to
 open resulting in this message:

 [[Image(2.png)]]

 Icon shortcut is also broken:

 [[Image(3.png)]]

 Steps to reproduce the issue

 1.Install LTR to a Windows device using the standalone QGIS-
 OSGeo4W-3.40.8-1.msi

 2.Attempt to open QGIS

 Versions

 Unable to open QGIS to provide full stats but the main version is 3.40.8

 OS Spec:
 Edition Windows 10 Pro

 Version 22H2

 Installed on ‎25/‎02/‎2021

 OS build 19045.5965

 Experience Windows Feature Experience Pack 1000.19061.1000.0
