 I'm using the "Setup" shortcut link (which points to setup.bat) in the
 Windows Start menu.

 Please have a look at the screen recording available at
 https://drive.google.com/file/d/1vWwhwj6YIwDnNx9XrqaCQxOl-cbRxBDH/view
 that shows:
 - QGIS starting correctly without python3-shapely
 - QGIS starting correctly after python3-shapely is installed using Setup
 - QGIS throwing the error {{{AttributeError: module 'shapely.geometry' has
 no attribute 'base'}}} at startup
 - QGIS starting correctly after removing the leftover "shapely" folder in
 {{{\apps\Python312\Lib\site-packages\}}}
