Jeff,
I have the server to provide the map data
by Geospatial Information Authority of Japan
with MapServer
( http://www.finds.jp/wsdocs/kibanwms/ ),
but only WMS (not WFS).
Instead, I started simple WFSs providing small datasets today.

This provides
Simplified prefectures in Japan (polygon)
Stations (line, not point)
Original data: Digital National Land Information,
by National and Regional Planning Bureau,
Ministry of Land, Infrastructure, Transport and Tourism.

This provides
Prefecture names (point)
Municipality (city, town or village) names (point)
