Get ready to read: yes the plan is for community ranking of abstracts 
again :)  I don't know exact details yet though.

If you have questions about the planned process (hint) maybe start a 
thread on the foss4g2011 ＠ lists.osgeo.org mailing, I'm sure everyone 
would benefit from a good discussion there.
