途中でポストしてしまい、顔が真っ赤です。

GDALは、Proj.4の設定ファイルは原則として使いません。

$GDAL_DATA (Windowsの場合は%GDAL_DATA%)の下の、
次のファイルに、JGD2011に関する登録が無いためだろうと思います。

gcs.csv (地理座標系)
pcs.csv (投影座標系)
gdal_datum.csv (データム)

お急ぎでしたら、最新のモノに差し替えちゃって下さい。
とりあえず、gdalwarp -t_srs epsg:6668 ... の動作は確認しました。

OSGeo4W64 では、gdalinfo で、JGD2011地理座標系と認識できたっぽいですが、
データム EPSG:1128 についてはunknownになってしまいます。原因が分かりません。
FreeBSDで GDAL 1.11.1 をビルドしたものは表示できました。
