 I was just pondering, if postgis 1.4 gets turned on, what if some
 application wants a db with 1.3.
 Should we be creating 2 template databases for the time being?

 Maybe this is moot if other apps only rely on the 1.3 libs being
 somewhere, and all the SQL is 100% backwards compatible.
