Note that the GeoServer install of OpenLayers is not a full build, and can
not/should not be used if the goal is to have people use "OpenLayers"
as it is. (Classes that the docs cover are not included in the GeoServer 
build.)

MapServer does not, to the best of my knowledge, include OpenLayers in any
way as it is distributed from the MapServer team.
