[Live-demo] White papers: in or out of OSGeo-Live?

As yet, we don't have a policy on including white papers in OSGeo-Live, 
and this close to a release we probably shouldn't change the status-quo.

However,
For future releases, I suggest that we should not be including white 
papers unless they are all written in a consistent manner.
I feel that the greatest value of OSGeo-Live is the impression of 
quality that we bring when demonstrating our Open Source projects. Part 
of this impression is achieved through the attention to detail over 
things like consistency in documentation.
To achieve consistency in white paper write ups will be a significant 
amount of work, and as such, I suggest that we should not tackle that 
problem yet. What we can do consistently is provide links to external 
resources like white papers.
