the error happened at step one. everything that happens after that is nice
to test, but not indicative of the  final mix of packages, interactions,
and install sequence. Thus not a valid basis for testing.

The problem is fatal and the build is a scratch, sorry. No fewer than 133
packages failed to install at the correct time.
