Comment:

 USER_NAME set to something else at build time or at install time? this is
 in a VM?
 I'm not sure how to "skel" the groups a new user is assigned to.

 if install-time that's somewhat expected, make sure you add your new user
 to all the groups that "user" belongs to. (type 'groups' in a terminal
 when logged in as 'user')
