sorry, I'm spewing lies. gdal_priv.h is still in the libgdal1-dev
package; I was getting it confused with projects.h from PROJ.4,
and the 'apt-file search' on the ubuntu 12.04 machine I was
checking on was coming up empty as its source repo was missing
its Contents index.

nevermind, install the -dev pkg and all should be well.
