this in a chroot or tunneled over ssh?

The Debian family only allows one package to provide any particular file,
no ambiguity allowed. 'dpkg -S filename' should tell you which package
needs to be uninstalled before the one providing the file of the same name
can be installed afresh. If it is an intentional move, the 2.4.0 package
should have a Conflicts: line in the debian/control file to ensure that
the old package gets removed before the new one is installed.
