I see your point, but all things considered I think we will wait until the 10.0 release. We can always try out the install/build process early in the 10.0 schedule.

By "open development" I just wanted to emphasize that by source code public repository I (and I suppose most people) mean a central place around the development happens rather than merely a place where one can get the source code. OSGeo incubation is a good way to achieve this.
+1 Working toward OSGeo Incubation covers the key OSGeo-Live requirements (including public source code).

With regards to including GPlates on OSGeo-Live for 9.5. One thing that other projects have done in the past is take a couple of releases to get included.

For the first time, the installer is included (but not executed), or included and executed (such that the application is installed), but not made publicly visible till a future release.
This gives GPlates the opportunity to try out the install process, without a strict deadline to get things running.

This might be a path for GPlates to consider?
