I haven't tested this OSGeoLive version, but it looks like it is based on Ubuntu Xenial :

And if you look at

the proj package you quote isn't listed. In fact it is tagged as being for the old'ish
Precise:

So I think that OSGeoLive just inherits the official proj in Xenial :
https://packages.ubuntu.com/xenial/proj-bin
ie proj 4.9.2
Of course in-situ observation would be better than this deduction game ;-)
