[OSGeoLive] Meeting time and DST

+1 for 1st and 3rd Monday of the month (as calculated in Europe and US).
As picked up by Ben, this might be different for us in Australia/New
Zealand timezone, as it is a Tuesday morning for us. (Cross over month
in January).
