[OSGeoLive] Documentation index page - quickstart links translation

Hi list,

I noticed that the documentation index page - quickstart links
translation seems to be still English, although OSGeo-Live 11.0
applied translation.

I guess that some more i18n related work is necessary about index.rst
and index.pot .etc,
but I am not familiar with sphinx build/intl workflows, so I can't
make PR about this...
