[OSGeoLive] motion to generate a doi for the OSGeoLive project

Hello,

another +1 from Vicky and Alex. So it looks like there are no 
constraints.

Motion passed with 7x +1
3 PSC members did not vote

I will work on this topic in the next weeks. I will give feedback.
