[OSGeoLive] OSGeoLive 15.0 status: distribution

Hi all,

I have prepared an rc3 version of the VM for us to test.
Thanks to the ETF team for joining a bug-fixing meeting, hopefully the 
blocker issue should be fixed now (waiting their confirmation).
