[OSGeoLive] OSGeoLive 17.0 status: packaging update

Hi all,

There is a list of new packages now available in our nightly ppa (and 
UbuntuGIS unstable) for Noble:
https://launchpad.net/~osgeolive/+archive/ubuntu/nightly/+packages?field.name_filter=&field.status_filter=published&field.series_filter=noble

The list includes backports from DebianGIS unstable (e.g. GDAL 3.9.1) as 
well as some forward ported packages from Jammy (e.g. otb, pdal)

I will now focus on creating a base build for the iso so we can then 
start working on adding projects.
