[OSGeoLive] OSGeoLive 17.0 status: packaging update

Hi all,

We are getting closer to alpha stage:
1. Base OS is upgraded to 24.04.1
2. Desktop setup is now working
3. Base services are enabled (Java17, PostgreSQL 16, Apache)
4. Some core projects are enabled in the nightly builds.

Please test:
