[Ottawa_users] Canadian Chapter and other local groups

I think the interest is there, but perhaps those interested don't have 
enough cycles available to commit to a new chapter to put their name in 
the wiki page. At least that's my case... I'm interested to see 
something happening, but cannot commit much time to help make this happen.
