[owslib-devel] migrating scm to github

Devs: are there any objections to moving our scm from svn (on sf.net) to git (on github)?  There have been enough pull requests on the github mirror to substantiate this change.

Along with this, I propose migrating our mailing list and website infrastructure from sf.net to OSGeo (which puts us in a position, in the long term, for OSGeo Labs project / incubation).

We can discuss migration details if / once we get consensus.

I will start with my +1.
