[owslib-devel] commit privileges for Jachym Cepicky

[Tom Kralidis]

Jachym (of PyWPS fame) has been a user of owslib and has contributed numerous patches, especially in the area of axis order handling and various W*S client functionality.

I propose that Jachym be given committer access to the codebase.

I'll start with my +1.
