It depends on why you want to do a reference implementation, but if you need 
to link some python stuff in, rather than really creating a full server, note 
that you can do python extensions in GeoServer using the scripting extension. 
GeoServer has many of the WCS extensions (mainly because of the WCS 2.0 EO 
profile) already.

This isn't to suggest its a better approach, just something else to consider.
