[OWSLib-devel] tests

Hi Jachym -

OWSLib has always had an ongoing problem with the servers being used
in tests periodically disappearing or changing.  An ideal solution
would be to host the reference implementation(s) for each OGC services
we are testing (and maintain / update them).  Any takers?   8)
