[owslib-users] new release on pypi?

We have discussed this numerous times in the past.  I think at this point, given the number of requests for this, we can cut a release of current trunk.

+1 from me.  Dom (Lowe) and other devs?

I will cut a release this weekend if there is consensus.

I also suggest we tag this as 0.4.0.  Comments?
