[OWSLib-users] Contribution Guidelines

Hi Brian: thanks for your interest in OWSLib. We don't have any formal contribution guidelines per se (I've since opened https://github.com/geopython/OWSLib/issues/325).

In general, pull requests are welcome and encouraged, as well as ensuring enhancements and bug fixes pass the unit tests.
