[pal-developer] setFeatureDistLabel()

wowww... this method should not exists... I'll rename it right now into
its real name : getArrange (same thing for the corresponding setter)

Actually, the JPalLayer::getArrange is part of the java jni wrapper
(JPal). It wraps the PalLayer::getArrange method

Arrangment define how the label candidates will be computed according to
the feature type.

You can find a description of the different values of this enumeration
(pal.h:~83-92) in (page 2) :
