no, inactiveCost is only used when evaluating the labelling solution cost.
the solution cost equals:
the sum of all displayed label cost + the sum of all undisplayed
feature inactiveCost
InactiveCost is computed according to the feature priority. Its purpose
is to favour labelling high priority label instead of lower ones.
