  Update download.rst

Need to do a little research on RPMs and Debian as I am not 100% clear on how they are built (with which options).

Does the Conda-powered Docker image lag a vanilla Conda install (no I3S or SLPK) simply because it's outdated and needs to be refreshed?

Should also go ahead an evaluate if this table changes at all with our next release.
