[libpc] Dust settled - next steps

The prototype checked in now feels pretty good to me, so I'm going to
declare success on it and go on to the next step.

The next couple days will be setting up things like cmake usage, unit test
directory, stub out the core apps, and so on.  (I expect much of this to be
just a matter of migrating stuff over from liblas/ land.)  After that, we'll
start bringing over the actual liblas sources -- yes, starting with
including Dimension and Schema.
