[pdal] PLang status

[Bradley Chambers]

I believe it all stems from m_plangEnvironment, which is hiding behind
#ifdef PDAL_HAVE_PYTHON in Environment.hpp, but is still referenced
elsewhere without similar checks for the presence of python.
