[pdal] pdal tindex error with las files w/o spatial reference

Here we go:

pdal tindex --a_srs EPSG:21781 index.shp LAS_594217.laz

and

pdal tindex --a_srs EPSG:21781 --fast_boundary index.shp LAS_594217.laz
