[pdal] Problem with Geowave Plugin and latest version of GeoWave

We have built GeoWave and Jace from the latest Github masters and have found many errors compiling plugins/geowave/io/GeoWaveReader.cpp and plugins/geowave/io/GeoWaveWriter.cpp from the PDAL master.zip file.

We got the geowave and jace versions from https://github.com/ngageoint/geowave and https://github.com/jwomeara/jace
