[pdal] Unable to create hexer stage, PDAL_DRIVER_PATH

Probably a total nobb question here but I'm new to PDAL. I build pdal 1.2.0
on Ubuntu 14.04 and try to build a tile index:
    pdal tindex --tindex tindex.shp --filespec *.las
And I get the error:
    PDAL: Unable to create hexer stage to create boundaries. Is
PDAL_DRIVER_PATH environment variable set?
So based on https://github.com/PDAL/PDAL/issues/788 I set:
    export PDAL_DRIVER_PATH=/usr/local/lib
But still no joy.

Suggestions?
