[pdal] [EXTERNAL] Unable to create hexer stage, PDAL_DRIVER_PATH

To any interested, the problem was a change in the way that GDAL is now
parsing certain statements in version 2.0, which is different from the
handling in the 1.X releases.  The issue has been addressed in PDAL with
following:
