[pdal] Problem reading LAZ file

This is actually my fault. 

PDAL and libLAS currently use the LASzipper/LASunzipper interface, but everyone else who integrates LASzip uses the "DLL" interface. Going forward there will be no more maintenance or improvement of the zipper/unzipper interface. PDAL and libLAS need to change to use this new interface, especially to catch upcoming LAZ 1.4 support. It hasn't been done yet.

I updated the LASzip master tree to build and link the "DLL" interface on *nix, and in the process I removed the zipper/unzipper interface. This means that PDAL/libLAS need to stick to released LASzip. There have been no functional updates to the LASzip codebase since the last release of it.

The LASzip distribution at http://github.com/LASzip/LASzip is the LAZ software that Martin throws over the wall into a single library for others to implement LAZ support in their software. It lags LAStools' capability a little bit, but there have been no wire format changes in a very long time.
