[pgpointcloud] Installing PGpointcloud

The only application that supports working with the database "programmatically" is PDAL right now. I'm sure that will change.  
For visualization, what I do is I add the pointcloud_postgis extension, and then create views or tables using the casts from pcpoint>geometry and pcpatch>geometry to make tables I can look at in QGIS or GeoServer
